What Telegram’s recent policy shift means for cyber crime

Since its launch in 2013, Telegram has been a favoured platform for cyber criminals and hacktivists due to its strong privacy policies, including use of anonymous phone numbers and user-driven content moderation. Following CEO Pavel Durov’s 2024 arrest, the company updated its policies, enabling reports of illegal activity and stating that user data may be disclosed with a court order. These changes have prompted some users to migrate to other platforms. Experts warn that this could complicate cybersecurity efforts as threat actors scatter across different platforms.
