What Does the Medicaid Eligibility Rule Mean for Low-Income Medicare Beneficiaries and the Medicare Savings Programs (MSPs)?

The Centers for Medicare and Medicaid Services (CMS) finalized a rule to help low-income Medicare beneficiaries access Medicaid coverage for Medicare premiums often including cost sharing, via Medicare Savings Programs. Streamlining the application process, some Medicare beneficiaries will be automatically enrolled. The rule is expected to increase program enrollment by almost 1 million by 2029, easing administrative barriers and extending coverage. Additionally, the final rule aligns the Medicare Savings Programs with applications for Medicare’s Part D Low-Income Subsidy program.
