Guam is a target for cyberthreat actors, due to tensions between the US and China regarding Taiwan, and its significant military infrastructure. The China-backed hacker group, Volt Typhoon, has been active since mid-2021, targeting critical infrastructure organizations, while remaining difficult to detect. Guam’s Chief Technology Officer, Frank Lujan, called for increased investment in education, training and recruitment in cybersecurity to tackle the shortfall in skilled professionals and address local threats.
