Stopgap funding bill includes sweeping PBM reform, preserves telehealth flexibilities

A bipartisan agreement to fund the federal government includes provisions for healthcare reforms. It extends Medicare’s telehealth flexibilities for two years and provides payment relief for doctors. Notably, it forces pharmacy benefit managers to pass through 100% of rebates to sponsors of prescription drug plans in Medicare and prohibits billing Medicaid states and plans more for drugs than the reimbursement rate for pharmacies. The agreement faced delays due to House Republican infighting and further squabbles could threaten its passage.
