OCR issues $1.19M HIPAA penalty against Florida provider

The US Office for Civil Rights (OCR) within the HHS has fined Gulf Coast Pain Consultants $1.19m for a breach of HIPAA regulations. More than 34,000 individuals were affected when a former contractor illegally accessed Gulf Coast’s EMR system, generating 6,500 fraudulent Medicare claims. The OCR’s investigation revealed Gulf Coast had failed to conduct a risk analysis or implement adequate termination and access review procedures.
