Limitations on the Strategic Use of Ransomware in Armed Conflicts

Military strategies have historically involved targeting civilians to influence public support for armed conflicts, but the rise of ransomware offers a new, non-violent approach. Ransomware is a type of malicious software that denies access to data until a ransom is paid. This tactic, which has been deployed in recent cyber-criminal activities, could be used in military conflicts where it may be legally and ethically more acceptable than physical attacks.
