These cyber vulnerabilities are not unique to India, prompting the need for cybersecurity cooperation among the Quad countries. This report recommends strengthening resilience measures, adopting innovative solutions, and institutionalizing measures like sharing critical intelligence and establishing a Quad threat and vulnerability index.
