The plan, which includes support, resources, and threat warnings for organisations, does not feature additional funding. It aims to establish a response service for significant cyber incidents and deter cyber activities using diplomatic sanctions. The plan proposes funding from EU countries and the development of cybersecurity spending vouchers for smaller healthcare organisations. A consultation will be held before a final recommendation.
