The Institute for Fiscal Studies (IFS) has warned that if Rachel Reeves goes ahead with plans to raise employers’ National Insurance (NI), she will be in “straightforward breach” of Labour’s manifesto. IFS director Paul Johnson said Reeves would “almost certainly” have to breach the manifesto to raise large sums. This follows hints that an increase in NI contributions by employers is being considered for the upcoming October 30 budget.
