Hospitals, doctors and insurers found to be blocking information could lose hundreds of thousands of dollars in federal aid. The regulations also penalize clinicians and medical groups. The measures, aimed at promoting better patient care through information sharing, are set to be implemented 30 days after the final rule is published.
