Humza Yousaf’s scheme to provide Scottish prisoners with free mobile phones, initiated during Covid-19 lockdowns, was misused over 8,000 times and cost £5.9m ($7.7m) before the phones were confiscated in July, sparking calls for the First Minister to apologise. The phones were replaced with an £8.5m landline system to avoid further abuses. The policy was criticised for facilitating criminal offences, including drug dealing and plans for violent acts, causing further distress to victims.
