The impact of certificate of need laws on rural health care

Westfield Memorial Hospital in Western New York is looking to combat the reduction in rural US healthcare options by doubling its bed capacity. Currently, states like New York operate “certificate of need” (CON) laws requiring special permissions before health projects can commence. Critics argue that such regulations stifle care, causing delays and financial burdens, with rural communities hit hardest. Many states have already repealed these laws, and New York’s strict CON regulations are coming under scrutiny.
